The amount of debt incurred by the City of Dover must remain below the state statutory limits. These limits are based on the City’s assessed valuation as certified by the New Hampshire Department of Revenue Administration. The state statutory debt limit for the City is 3 percent of the certified assessed valuation, the statutory limit for the School is 7 percent, and the statutory limit for the water fund is 10 percent. There is no statutory debt limit for the sewer fund.
